Gov. Polis Announces Boards and Commissions Appointments

Charter School Institute Board

The mission of the Institute Board shall be to foster high-quality public school choices offered through institute charter schools, including particularly schools for at-risk students.

for terms expiring July 1, 2025:

  • Jill Anschutz of Denver, Colorado, to serve as a member with board experience with other board or public service experience, reappointed; 

  • Andrew Karow of Glenwood Springs, Colorado, to serve as a member with board experience with other board or public service experience, appointed. 

Colorado Beef Council Authority Board of Directors

The Colorado Beef Council Authority works to promote the increased consumption of Colorado beef.  The Board researches beef production methods, advancements and other matters with economic impacts upon the beef industry and makes this information available to interested parties.

effective July 1, 2022 for terms expiring July 1, 2026:

  • Meghann Blach of Eckley, Colorado, to serve as an individual who raises, breeds, or grows cattle or calves for dairy production, and as a Republican, appointed;

  • Luke Larson of Fowler, Colorado, to serve as an individual actively engaged in the business of feeding cattle and operating a feedlot, and as an Unaffiliated, appointed. 

Colorado Natural Areas Council

The Colorado Natural Areas Council advises the Executive Director of the Department of Natural Resources on the administration of the Colorado Natural Areas Program and approves the registration and designation of natural areas by the Department of Natural Resources.

effective July 1, 2022 for a term expiring July 1, 2026:

  • Courtney Krause of Denver, Colorado, to serve as a member with an interest in the preservation of natural areas, appointed.

Colorado Option Advisory Board

In addition to consulting with the Division on the implementation of the Colorado Option, the Advisory Board may consider recommendations to streamline how carriers make determinations on whether a health care service, treatment plan, prescription drug or durable medical equipment is medically necessary for a patient in the Colorado Option Standardized Health Benefit Plan and recommend ways to keep health care services in the communities where patients live.

effective July 1, 2022 for terms expiring at the pleasure of the Governor:

  • Blaney Bermudez of Denver, Colorado to serve as an individual who has faced barriers to health access, including people of color, immigrants and Colorados with low income, appointed; 

  • Jennifer Fanning of Hot Sulphur Springs, Colorado to serve as an individual who represents consumer advocacy organizations, appointed; 

  • Christopher Zivalich of Denver, Colorado to serve as an individual who has expertise in healthy equity, appointed; 

  • Valerie Larson of Monte Vista, Colorado to serve as an individual who has expertise in health benefits for small business, appointed; 

  • Amanda Massey of Centennial, Colorado to serve as a representative of carriers or has experience with designing a health insurance plan and setting rates, appointed; 

  • Kevin Stansbury of Hugo, Colorado to serve as a representative of hospitals or has experience with contracts between hospitals and carriers, appointed;   

  • Dr. Reginald Washington of Englewood, Colorado to serve as a representative of health-care providers or who has experience with contracts between health-care providers and carriers, appointed; 

  • Andrew Jacob of Denver, Colorado to serve as a representative of an employee organization that represents employees in the healthcare industry, appointed; 

  • Dr. Kaiser Khan of Thornton, Colorado to serve as a licensed or retired physician practicing, or who has practiced in this state, appointed. 

Electronic Recording Technology Board

The Electronic Recording Technology Board is charged with developing and modernizing electronic filing systems by creating a strategic plan that incorporates the core goals of assuring the security, accuracy and preservation of public records required to be maintained by a clerk and recorder. The Board also determines functionality standards for these electronic filing systems, issues requests for proposal for electronic filing system equipment and software, develops best practices for electronic filing systems, provides training to clerk and recorders related to electronic filing, and awards grants.

effective July 1, 2022 for a term expiring July 1, 2024:

  • Charles David Calvin of Denver, Colorado, to serve as a representative from the real estate section of the Colorado Bar Association, reappointed.

Health Insurance Affordability Enterprise

Senate Bill 20-2015 created the Health Insurance Affordability Enterprise. The enterprise, under the governance of the Health Insurance Affordability Board, will administer a health insurance affordability fee on Colorado health insurance carriers and a special assessment on hospitals to fund measures to reduce consumer costs for individual health coverage plans.

for a term expiring September 24, 2022:

  • Shannon Groves of Denver, Colorado, a representative employed by a carrier, occasioned by the resignation of Venetia Marshall of Castle Pines, Colorado, appointed.

Oil and Gas Conservation Commission

The Colorado Oil and Gas Conservation Commission (COGCC) promotes the responsible development of Colorado's oil and gas natural resources by balancing the efficient exploration and production of oil and gas resources, the prevention of waste and the protection of the public health, environment and mineral owners’ rights.

effective July 1, 2022 for terms expiring July 1, 2026:

  • Brett Ackerman of Colorado Springs, Colorado, to serve as a member with formal training or substantial experience in environmental protection, wildlife protection, or reclamation, appointed; 

  • Michael Cross of Arvada, Colorado to serve as a member with substantial experience in the oil and gas industry, appointed.

Parks and Wildlife Commission

The Parks and Wildlife Commission is responsible for perpetuating the wildlife resources of the state, providing a quality state parks system and providing enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado natural resources.

effective July 1, 2022 for terms expiring July 1, 2026:

  • Eden Vardy of Aspen, Colorado to serve as a representative of production agriculture and a member West of the Continental Divide, reappointed; 

  • Richard Reading of Denver, Colorado to serve as a representative of the public at large, appointed; 

  • Gabriel Otero of Fruita, Colorado, to serve as a representative of sportspersons and a member West of the Continental Divide, appointed.

Peace Officers Standards and Training Board

The Board oversees the certification of training programs, training academies and instructors of police officer candidates.  The Board also certifies qualified peace officers.

Regional Air Quality Council

The Denver Metropolitan Area Regional Air Quality Council is the lead agency for air quality planning with the responsibility to prepare air quality plans for the Denver metropolitan region to demonstrate and ensure long-term compliance with federal air quality standards.

State Board of Pharmacy

The State Board of Pharmacy examines applicants, holds disciplinary hearings to issue and revoke pharmaceutical licenses and inspects pharmacies.

State Board of Unlicensed Psychotherapists

The Board of Unlicensed Psychotherapists is a licensing and disciplinary board that oversees unlicensed psychologists in the state.

for a term expiring on July 1, 2024

  • Maxwell Brandel of Longmont, Colorado, to serve as a professional member, occasioned by the resignation of Karin Dremel of Boulder, Colorado, appointed.

for terms expiring on July 1, 2026:

  • Brian Horton of Aurora, Colorado, to serve as a unlicensed psychotherapist, appointed;

  • Holly Duckworth of Durango, Colorado, to serve as a professional member, occasioned by the resignation of Sheri Vader of Rocky Ford, Colorado, appointed.

State Emergency Medical Trauma Services Advisory Council

The Council advises the Department of Public Health and Environment on matters relating to emergency medical and trauma services programs.  The Council’s duties include developing curricula for the training of emergency medical personnel, establishing requirements for ambulance vehicles and services, and determining the eligibility of facilities to receive trauma center designation.

State Historical Society

The Board of Directors of the State Historical Society is the governing body for the State Historical Society. The Society is a 501 (c)(3) charitable organization and an agency of the State of Colorado under the Department of Higher Education. It offers public access to cultural and heritage resources of Colorado, including statewide museums and special programs for individuals and families, collection stewardship of Colorado’s historic treasures, educational resources for schools, students and teachers, and services related to preservation, archaeology and history.
