Gov. Polis Announces Boards and Commissions Appointments

Accountancy Board

The Board regulates public accountants and reviews applications, gives examinations, grants certificates and permits, and acts on complaints against certified public accountants.

effective August 1, 2020 for a term expiring August 1, 2024:

  • Lacy Bogan of Denver, Colorado to serve as a certified public accountant, appointed.

 

Coal Mine Board of Examiners

The Coal Mine Board of Examiners prepares and conducts examinations for all applicants to positions in coal mines that require certification under federal law.  The Board issues certificates of competency to those who qualify.  The Board also provides assistance in developing curricula for coal miner training programs.

for a term expiring July 1, 2024:

  • John Carral Poulos, P.E. of Paonia, Colorado to serve as a Colorado mine owner, operator, manager or other mine official actively engaged in the underground coal mining industry during the term of office, reappointed.

 

CollegeInvest Board of Directors

CollegeInvest is a not-for-profit division of the Colorado Department of Higher Education.  CollegeInvest administers the state of Colorado’s 529 college savings programs and students studying in- and out-of-state.

effective July 31,2020 for terms expiring July 1, 2024:

  • Frederick Taylor of Denver, Colorado, reappointed;

  • Jane Ingalls of Denver, Colorado, appointed;

  • Paul Washington of Boulder, Colorado, appointed.

 

Electrical Board

The Board examines and licenses electricians. The board also adopts and revises rules and regulations concerning the installation, repair and alteration of wiring apparatus and equipment for electric light, heat and power.

  • John Stephen Mullen of Denver, Colorado, to serve as a representative of the public at large, reappointed;

  • Monique Cisneros of Castle Rock, Colorado to serve as a journeyman electrician who is not an electrical contractor, appointed.

 

Colorado Geographic Naming Advisory Board

The Colorado Geographic Naming Advisory Board will assist and cooperate with the United States Board on Geographic Names (USBGN) by evaluating all proposals concerning name changes, new names, and name controversies of geographic features and certain public places in the State of Colorado and then making official recommendations to the Governor.

Ground Water Commission

The Commission determines the boundaries of designated groundwater basins by geographic description and considers well permit applications for persons desiring to appropriate designated groundwater for beneficial use.  The Commission is responsible for the development of policies and procedures for maximum economic development, as well as the protection of the vested rights of the designated groundwater basins of the state.

for terms expiring May 1, 2024:

  • Timothy Paulter of Stratton, Colorado, a resident agriculturist from the Northern High Plains Basin, reappointed;

  • James M. Noble of Denver, Colorado, to serve as a representative of municipal or industrial users, reappointed;

  • Angela Beth Fowler of Glenwood Springs, Colorado, to serve as a representative of western slope municipal or industrial users, reappointed.

 

Colorado Healthcare Affordability and Sustainability Enterprise (CHASE)

The Colorado Healthcare Affordability and Sustainability Enterprise is responsible for working with the Department of Health Care Policy and Financing and the Medical Services Board to develop the hospital provider fee model, monitor the implementation of House Bill 09-1293, help with the preparation of annual reports on this program, and ensure that the Medicaid and Child Health Plan Plus (CHP+) eligibility expansions are implemented as intended.

Licensed Professional Counselor Examiners

The State Board of Licensed Professional Counselor Examiners adopts rules and regulations, conducts examinations and grants or denies licenses.

Marriage and Family Therapist Examiners

The State Board of Marriage and Family Therapist Examiners board adopts rules and regulations for the profession, conducts examinations, and grants or denies licenses.

  • Bobbi Miller, Ph.D., LMFT, of Arvada, Colorado, to serve as a marriage and family therapist, appointed;

Natural Areas Council

The Colorado Natural Areas Council advises the Executive Director of the Department of Natural Resources on the administration of the Colorado Natural Areas Program and approves the registration and designation of natural areas by the Department of Natural Resources.

for a term expiring June 30, 2024:

  • Phyllis Pineda Bovin of Denver, Colorado, to serve as a person with an interest in the preservation of natural areas, appointed.

 

Pinnacol Assurance

The Pinnacol Assurance Board of Directors promulgates rules and regulations pertaining to the operation and administration of the Colorado Pinnacol Assurance Fund.

For a term expiring January 1, 2022:

  • Jesus Salazar of Denver, Colorado to serve as an employer whose liability is insured by Pinnacol Assurance, occasioned by the resignation of Jeffrey L. Cummings of Arvada, Colorado, appointed.

 

Pollution Prevention Advisory Board

The Board develops pollution prevention goals and objectives, reviews environmental regulatory programs, laws and policies to identify opportunities and incentives, provides direction for pollution prevention outreach, education, training and technical assistance programs, and supports non-regulatory public and private efforts that promote pollution prevention. In addition, the Board administers the Pollution Prevention Grants and the Recycling Resources Economic Opportunity Grants and Rebates.

Small Business Recovery Loan Oversight Board 

The Small Business Recovery Loan Oversight Board is created to help establish and oversee the terms and conditions of a contract or contracts through which the treasurer may provide first loss capital to a loan program or the Colorado Credit Reserve.

  • Peter Calamari of Denver, Colorado, serving as a representative with substantial private sector experience in commercial banking or capital market activities and has obtained executive level positions in those industries, appointed.

 

Colorado Student Leaders Institute Executive Board

The Colorado Student Leaders Institute Executive Board oversees the Colorado Student Leaders Institute. The Institute operates a competitive residential summer academic program for students who are entering tenth or eleventh grade in the coming fall semester. Students attend four weeks of college level classes, lectures and seminars, as well as enrichment activities, including concerts and theatrical productions.
