  • Phase I of the program will be fully operational by January 1, 2024 with the first report expected by October 1, 2025. Findings from this report will be presented to the public in two outreach sessions to solicit comments on the monitoring program in June 2025. Phase II of the program will be fully operational by July 1, 2025.
